Photoshop - can't use color replacement tool

I can't use the color replacement tool in Photoshop to change the color of one section of my logo - instead of the tool, it shows the white circle with a black line through it, not letting me use the feature. (Image is in RGB color)

Are you targeting a layer that you can paint on?
And what error does it give you when you click on your image?
And what bit depth is your image?

I targeted the correct layer but it only changes the line in the bird, not sure what bit depth it is.

The bit depth is 8

You shouldn't be using a digital camera to take screen shots -- use the screenshot abilities built into the OS. http://www.take-a-screenshot.org

So you are also not showing the circle and slash icon, and the the tool is working -- it just isn't working as you expect. We need to see your tool options bar and layers palette to see what settings you may have changed, or layer setup you may have used to cause this.

The key is not responding on my windows laptop so I took a photo with my phone, that's all I can manage.

Try changing Contiguous to Discontiguous.

Also, do you have a tablet connected to your system? Could the pen be resting on the tablet while you use the mouse, and giving a pressure of zero ?

No tablet and what would would a pressure of zero affect?

Thanks, the paint worked. Now I'm trying to change the color of the text, but when I select the text layer, I cannot edit it...

select the text layer, use control-backspace or alt-backspace to fill with foreground or background color.
Or use the text tool to select the text for editing, then select (drag) all the text, then change the color from the text tool options bar.

Thats the problem, it doesn't select the text to edit, it right away creates a new text layer and I can't edit the original text layer

That means you aren't clicking within the existing text, so it thinks you want to create more text.

Sounds like the fill option is probably easier for you to use.
