Photoshop: Too expensive in Russia

I'm a game developer from Russia.

I need Photoshop very often to make a UI/scene/minigame mockup and an animation of it to show how it's supposed to work. It includes working with tens of layers, editing low quality pictures from the internet, making animation as .gif or video, etc.

For two years I was a proud user of Photoshop as a part of Creative Cloud Photography plan. I was paying about 360 rub./month.

But now Creative Cloud Photography plan costs 644 rub./month which is almost twice as expensive as it previously was.

As I was using only Photoshop (Creative Cloud Photography plan gives access to couple of other programs), I had to cancel my subscription.

I thought I could subscribe to Photoshop only and keep using it, but to my surprise I found that Photoshop only subscription is even more expensive! It's 1288 rub./month, which is insane for Russia.

Dear Adobe, please make your software a bit more affordable for those regions it needs especially.

Why is Photoshop costs twice as expensive as Creative Cloud Photography plan which includes other programs? Please, make Photoshop only subscription cheaper than Creative Cloud Photography plan.

Maybe you can make Photoshop cheaper for non-professionals like Unity made it with their product?

Maybe you can make a cheaper version of Photoshop, which includes all basic features without super special tools like levels adjustments, 3D, filters, etc.

I tried different software, but I couldn't find anything that fits my needs, except Photoshop. I hope you hear me, Adobe.

Thank you!

Maybe Photoshop Elements is cheaper with less features? And looks like it has no subscription.
In history there was different prices for different countries but for EU countries it is now illegal.
And there could be discount for students I had this discount few years back.

What about Affinity Photo and Affinity Designer?

Seems like Elements is more about photography than image and animation editing, but I'll try it for sure!
Affinity Photo is an amazing software for photographers, but unfortunately it doesn't suit my needs. And you can't make animations in it.

I'm not a student, unfortunately.

Thank you for your response!

The Gimp has gotten a lot better over the years, and it's free. But Photoshop is still the best and I agree with the request that it should be available as a single subscription at less cost than the Photography plan which includes Desktop LightRoom and Cloudy LightRoom.

Also I would very much enjoy Illustrator but not at the current prices. Good grief. Maybe stop having champagne with your lunch, Adobe.

Not sure what types of animation you need to do, but have you tried OpenToonz?

Moving layers, changing opacity. That's pretty much it.
Thanks for the link! I'll look into this.
