Photoshop is seriously resting on its laurels. Take the filter section. Still mostly 8bit and full of crap filters/fx. Take the radial blur, I cannot even choose an exact placement, I have to keep guessing over and over. Still the same 4 lens flares for how many years now? Can't save a simple group of adjustment layers unless you make an action, farcical. On and on, there's so many things that need updating in Photoshop, and Adobe, you do not seem to care. I love PS, but I am frustrated, this program could be so much better, as good as it is. The updates that keep coming are so minor. Personally, I think development of PS is a joke and the CTO needs to be fired and replaced with someone who cares what users need and want.

I agree on most of your points, but maybe I can give at least "some" help:
Instead of using the old radial blur, you can use blur gallery, which has a much better radial blur. If you need zoom blur, you can use blur gallery ́s path blur with multiple paths.

If you want to save adjustment layers: activate all of them and drag them onto the library panel. If you want to use them on another image, ALT(!)-drag them into the layers panel.
