Photoshop: Install hangs then fails, until restart Windows

I manage Adobe subscriptions for our staff. I had user stumped by this issue, so I'm posting in case it helps.
  1. For starters, they have Windows 8.1 on a reasonably high-end Clevo-type laptop.
  2. So they had received e-mail notification with link to install CC client, after which they could install PhotoShop.
  3. However, in the CC client, the install progress would hang for a considerable amount of time, and then fail at some random X% install amount, reporting an error.
  4. Great deal of frustration with this.
  5. Was resolved by restarting Windows.

From how it was described to me, the error didn't mean anything to the user. My advice had been to restart Windows. After doing so, they found that the CC client was at 100%, and it completed the installation.

As my suggestion to Adobe, when an error occurs, it would be worthwhile suggesting to user that they restart Windows. Our user was banging their head over this for a while, and the installer really should have been providing more helpful information.

In the old days (just a few years ago), a typical Windows installer would prompt user to restart Windows. Not sure why this prompt not provided in the CC client, since it is still relevant. It does not seem to be a truthful statement that Adobe product can be installed *without* Windows restart.
