Photoshop: Group counter increments from any layer named "Group (number)"

Bug: When creating a new group folder, the counter will increment based off any layer with the name Group (number), not just group folders.

Steps to reproduce:

1) Create a new blank layer
2) Rename blank layer to Group 1
3) Create a new group folder

This should create a new group named "Group 2" instead of "Group 1".

What should happen is that the group counter should be checking if the name of the layer is tied to an actual group folder instead of being a layer with the name "Group (number)".

Fun fact. If you have 500+ layers then rules are different. All kind of layers are called just "Layer (number)" - for performance reasons.
