Photoshop CC 2019: Freaking out and program error message pops up over and over

I just got a new laptop (macbook pro with touchbar and running the current mac software) and I'm having issues with photoshop. I keep getting the "Could not complete your request because of a program error" but it pops up over and over when I just slightly move my cursor. I've attached a picture. Sometimes I'm able to make it a few minutes before the message pops up, sometimes it pops up immediately after opening the program. Indesign is the only other adobe program I've used on the new laptop and haven't had any problems. Any and all help is appreciated.

 What have you done for trouble-shooting so far? 

Restoring Preferences after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved might be a good starting point:

Have you tried turning on 
Photoshop > Preferences > General > Use Legacy New Document window
and
Photoshop > Preferences > General > Disable the Home Screen

What Christoph said.  Plus, what were you doing when this came up?  Have you tried trashing your preferences file?

The only thing I've been able to is delete the application and redownload it. I tired going to Photoshop > Preferences > General, but once I click General the program error message pops up. If I click OK, the program error message pops up over the previous program error message like shown in the photo. Moving the cursor also makes the program error message pop up over and over, that's when I force quit the application. 

I also tried holding down command/option/shift when launching Photoshop and I still got the error message almost immediately.

That's not right.  Something sounds seriously wrong.  Can you do a Help > System Info and share that with us?

And even after completely removing the previous application and installing a new one, you continue to have this problem?

Did you use the cleaner tool to make sure »everything« has been removed before re-installing Photoshop?

A copy of the error log "PSErrorLog.txt" might also help. It's location on your system is as follows: Mac: Users/[user name]/Library/Preferences/Adobe Photoshop CC Settings 2019/PSErrorLog.txt

When I tried to do the Help > System Info, I got the same result before I had to force quit. I went ahead and used the adobe cleaner tool. Once everything was off, I started over and downloaded adobe creative cloud. From the app, I went to download photoshop and got 'installation failed.' I tried indesign and got the same result. When I clicked more information, I got:
