Photoshop Mobile: Requires me to redownload the PSD file every time I want to open it

As long as photoshop is killed in the background. Every time I open photoshop and intend to open a PSD file, it needs to be downloaded again and again from the cloud. No matter how many times I download it, it just disappeared from the local storage. And I tried reinstall photoshop on my iPad which doesn’t work. It sucks...

How big is the file? Does it ever completely sync down or is the application being killed in the background before the file is completely downloaded?

This problem occurs when the files are in a folder. File size ranges from 250k to 70m. And the files sync down completely, because I can open them successfully. The files are downloaded with Photoshop running, not in the background.

How are you syncing files such that they are in a folder?

Just to confirm, Photoshop saves a copy as .psdc and that is the file that should be opened through the home screen recent list vs open/import of the original psd again? A screen capture of your workflow may be helpful.

I create a file and a folder, then move the file into the folder. The file is automatically synced. I reinstalled Photoshop for iPad and redownload the file insider the folder, which means the file is already in the cloud. Plus, on iPad, there is nowhere to find such a .psdc file. All I can do is to open a file in the cloud documents menu, which is shown in the screenshot below.
