I need the ability to use my CS6 and early CC PSD’s with my Photoshop for iPad. I do apologize if it’s already done.

You should be able to do this already. Just open the PSDs in the current version of Photoshop and resave them as Cloud Documents: https://helpx.adobe.com/creative-cloud/help/work-with-cloud-documents.html#ConvertanexistingPhotoshoporAdobeXDfiletoaclouddocument

You can open PSDs in PS for the iPad. Any way you can get them onto the iPad works, but the most obvious way, if you're not going to use a drive with 13.3.3 is simply to open them on the desktop and save to Cloud Documents. With a Mac, anyway, you can AirDrop. You can use another Cloud service if you have Dropbox, etc.

Remember, though, that while there is a kind of Smart Object support in the mobile version, it's not really fully SO support as we think of it. Hopefully that will be the next or next by one feature that comes to the iPad. But I can open layered files no problem using Cloud Documents. And I can open a file that's a Smart Object layer only, but other than being there, it's not a Smart Object. It's a layer I'll have to convert if I don't ignore it and simply add more layers to it.
