Photoshop CC 2015 - Finder problem on MacOS 10.11

Having a weird issue. I'm in Photoshop on Mac and need to open a Finder window to drag an image into a project. When I click the Finder icon in the dock, the Finder window opens, but suddenly my browser is behind it, not Photoshop! I need to click the Photoshop icon in the dock, then click the Finder icon AGAIN to get the Finder window to show up on top of Photoshop so I can drag my image in. Help!! This is a big part of my workflow.

What OS version are you using?
What browser are you using/seeing?

So far I can't reproduce this problem on my systems.

Sorry, thought I was posting at Adobe. Staff there just reproduced the bug.
