Photoshop: Fails to open files from Home screen

PS fails to open the files listed on the home screen.
More precisely, it fails to open when the file path includes East-Asian languages.
This trouble was present on many previous versions now, and it is quite disappointing to see it still exists after many years.

What OS/version/Language are you running on? Is Photoshop running in the sameĀ East-Asian language or English?

Windows 10/1809/En-US; Photoshop CC 2019/En-US
Windows Non-Unicode support set to Korean with experimental UTF-8 support turned on.


I had this issue since all the way back to Windows 7/Photochop CS6. En-US for PS and Windows all along.
