Photoshop: 'Export As...' serious bug

The Export As functionality seems to have a serious bug in the latest version.  When I go to export a file, and select a size smaller than the file size, the text effects and the positioning of the text on the document is not getting resized while the graphics are.

I am taking a larger file (2500px) and resizing on export to 700px and when I do the blending options of 29px stroke are not getting resized on export.

So, now I have to export it by rasterizing it first.  Very frustrating...

With the 'blending options' not getting resized, do you mean a layer style applied to the text? And does this also happen when you use 'Image Size' to make the document smaller? If so, do the following. In the Image Size dialog there is a small wheel in the upper right corner. Click on it and make sure that 'Scale Styles' is checked. Maybe that will help.

Can you post a PSD and steps/screenshot of your settings in Export As to reproduce the problem?

Here's the problem.  I have narrowed it down to the fact that when I have a smart object emebedded into the files, and I export as a smaller size than the original size, then everything is resized except the smart objects.

Here's the way the image looks before exporting:


Here's what it looks like when I do an Export As at 24%:



This is now happening all of the time, when before I thought it was just a corrupted file, but it's not because it is happening on new files I just created.

Yes, I am using the latest photoshop version as of April 17th, 2020.

Thanks. I've asked engineering to take a look. I notice you're using artboards but there's only one artboard in the document. If you remove the artboard, export as works as expected - so that might be a possible workaround for you if you don't need multiple artboards in a document.

I was trying to reduce complexity of the document for sharing so I removed the other artboards, but it happens in documents without artboards for me as well.
