Photoshop: "Export as" resizing issue

I am seeing this issue on Photoshop 21.1.3 and macOS 10.15.5.

To recreate this issue:
1. Create a new file.
2. Create an artboard around your image area
3. Create a new layer with a shape or draw something with the brush.
4. Delete the white background layer.
5. Export As and try to resize your image to a smaller resolution.

You will find that the image resolution will be resized unproportionally. A 1000px x 1000px image scaled to 75% will be resized to 433px x 437px, for example (see screenshot). The sizes that an image is resized to does not appear to be consistent with different files. On another 1000px x 1000px image with different artwork, selecting the 75% scale yielded an image size of 472px x 750px.

Workarounds currently include changing the artboard background to transparent, or adding a white fill background layer to the file, or merging all layers before exporting.

I'd love to see this bug noted and fixed! Thank you.
