Photoshop Elements won't open because of creative cloud, which I canceled years ago

I installed photoshop elements version 12 in 2015 and was set up with a creative cloud account which I did not want and subsequently called to cancel, I believe in that same year. Things have been working great since then. I last used my PSE successfully just a few days ago but now this morning I am getting a pop-up when I try to open PSE that says "Adobe Photoshop CC" at the top and prompts me to renew my subscription. There is no way to bypass this pop-up and open PSE and I have no interest in having creative cloud. I called the adobe help line since I thought it was a creative cloud issue and they said they couldn't help me because from what they could see on there end they'd successfully cancelled my creative cloud years ago and I "shouldn't be having this problem." I agree I shouldn't be but I am and I can't figure out how to fix it.
I guess I could try reinstalling... I have the serial number but that's all I have and I'm not sure if I'd need more than that to reinstall. I'd rather not if avoidable, since that may not solve the issue anyway.
