Photoshop elements, specifically the organizer app needs a way to Batch Rename by just changing the Metadata like is done in the Photo Downloader>Advanced Rename when importing files from an external device.

As it is now, other than a simple Common Base Rename, to do any other kind of renaming of files in bulk, one needs to use Process Multiple Files in the editor which requires resaving the item, which in the case of jpegs is destructive and may result in loss of photo/document quality.

In PSE, you have three situations in which you can batch rename.
-  in the downloader 'advanced' option.   As shown in your screeshot, it's the more powerful tool.
-  in the editor, with 'process multiple files'.   Less options, but nearly always, you only rename copies in another folder, so no risk of quality loss.
-  in the 'export as new files' of the Organiser, with only the very limited renaming option you are mentioning.

Of course, all Elements users would love to have the best option of the downloader available for the other two situations.  That has already been requested, I don't remember when... But is that going to happen?

If I were asked to rename a batch of files like in the downloader...
... I would use the downloader to reimport the files. I would first select my files (perhaps in an album?) and export them temporarily to a card, then reimport them in a new folder in a new empty catalog.  I'll give it a try later.
