The photoshop elements editor Image Size has been broken since photoshop elements 13.
Image>Resize>Image Size

Is it ever going to be fixed?

Upon opening the Image Size dialog in photoshop elements 15 and checking the Resample Image box this is what one sees.

The real image size is 3008 px x 2000 px as shown.
One can get the the right dimensions and all by clicking on the various buttons.

Hi JEA,
I am puzzled by mainly two  little things in your sceenshots:
- the first one shows 30 000 by 30 000 pixels, which is the maximum pixel size allowed for Elements, at least with older versions.
- both do show the width / height in percent (100% or 1 000 / 1500%, that is ten to fifteen times enlargement.

That means that in the second screenshot, we do not see what is hidden for the original dimensions in inches/millimeters.

So, just a supposition in PSE 15
By mistake, you enter 1 000 % instead of 100% in the percent  checkbox.
You get a similar result as your first screenshot.

By the way, you also can get a warning that values above 30 000 pixels may not be supported by older versions or other software.
I wonder if that message means that PSE15 can handle bigger files than its predecessors? I very much doubt it.

Otherwise, I have not seen anything 'broken' in the resize feature of recent versions.
