Elements 2019: Layer Style - Glow Outer - Not Working

The "Outer Glow" Layer Style is not working in Photoshop Elements 2019.
Program's Version is:
17.0 (20180830.m.125874) x64.

It's there, you just can't see it because glows only show up on dark backgrounds. If you change the background layer so it's black, do you see it?

On black background it is visible. That is very strange because in old versions of Photoshop it was visible on all colours of background. How can I get an effect as in old Photoshop?

I have understood the Reason.

In normal Photoshop, there is a 'Blend Mode' Selector for an 'Outer Glow' Layer Style.
'Photoshop Elements' Program has limited Tools, many Functions are cut from it.

For me it is very strange to see a Product with partially cut Features. If you cut the Feature, you cut it fully, not partially.

You can achieve the same in pse 2019 by putting your layer in a Layer Group and changing the Group Blending from Passthrough to Normal.
