Photoshop Elements 2019

Recent upgrade using Mac Mojave, 10.14.1. The catalogue created by the program itself is almost gibberish--added many, many, many folders with long useless names and which didn't contain the original photos--some no photos at all, others 1 or 2. I made a significant improvement by creating a new blank catalogue and adding one folder with several subfolders. Photos are better, although some that were in PSE18 catalogue could not be imported for various reasons. 

A HUGE problem for me is that I could only import a very few tags, and then even these new are not attached to the photos that had them before. I have used PSE for a very long time,  have a lot of photos, and have spent a long time organizing and tagging photos. Do I have to retag everyone? Obviously, I won't do that, I'll go back to using PSSE2018--and badmouthing Adobe as others are doing. I know I can't get a refund, and I'm unlikely to waste more money with Adobe unless things are fixed--and in a hurry.

Please let me know if there is any way to import the tags.

From the discussion I have seen so far, it appears I will run into more snags and problems and have. more questions to ask, but please answer about the tags to start. (or do I need to create still another new blank catalogue, and if so what steps do I need to take in addition to those I see on the screen in order to get all of the tags 

The program is also ridiculously slow loading, and having to sign in with My Adobe ID and password every time is a pain, definitely not user friendly. I haven't had time to look at the features, since I am having trouble getting that far. I also am getting tired of your pop-ups trying to sell me on buying the program I have bought! No option to say no thanks, just later or explore.

Needless to say, I haven't even started anything with Premier yet.

I had so many problems with Premier Elements that I received a refund for both Premier Elements and Photoshop 18. I am sticking with what I have (version 14) and am not upgrading to Mojave, staying with High Sierra for the foreseeable future.

I won't comment on anything specific to Macs, but I'll answer this:

You don't import tags. You don't have to.
The tags are stored in the catalog.
By default, Elements does NOT write the tags into the media files (in the metadata header or in the associated xmp files for raws). You have to do it yourself from the menu File >> Save metadata to files.

This may be usefel to share the tags with another third party software or the Finder, but you generally don't need to do it if you use a new Elements version. You simply convert your catalog instead of reimporting all your media files.
