Photoshop Elements 2018 selected expand/contract don't work

Expand and contract selection do not work.

Adobe Photoshop Elements Version: 16.0 (20170902.m.113423) x64
Operating System: Windows 10 64-bit
Version: 10 or greater

Editor module, operating mode: Expert.

I'm working on a photo. On the Select menu, I select everything (ctrl + a). I want to use Select -> Modify -> Contract - and it does not work.

If I select a smaller part of the image in the middle, both options work well.

That's a bug in photoshop elements.

Let me explain that traditionally in older versions of photoshop except cs3, expand, contact and smooth did not work  and were greyed out when the whole document (Select>All)was selected as you did. Then adobe changed that starting with photoshop cc by giving users a choice of the old method or to apply the effect to the canvas bounds. All well and good except adobe forgot (purposely maybe) to add that choice for photoshop elements. So even though the expand and contract choices are active when you do a Select All, because the apply effect to canvas bounds is not available they don't work.

What the expand and contract dialogs are supposed to look like.
