Photoshop Elements 2018: Cookie Cutter tool does not remember last shape used.

Photoshop Elements 2018 Editor: Expert Mode: Cookie Cutter Tool.
 - Open image.
 - Select a shape (e.g., Rectangle).
 - Choose a proportion (e.g., Fixed Size).
 - Enter W x H dimensions.
 - Put check mark in "Crop" box.
 - Crop image with this Cookie Cutter.
 - Flatten & Save image.
 - Close PS Elements.
 - Re-open PS Elements with a different image.

Problem: The application does not default to the last shape used, nor to the last chosen proportion. It defaults to the Heart shape and Unconstrained proportions. Previous versions of PSE always defaulted to the last used shape when opening and selecting the Cookie Cutter tool. This was desirable behaviour that I hope will be fixed/re-implemented.

This problem has existed in every version of PSE since (and including) PSE 13.

Just curious (I never use the cookie cutter, only the custom shape tool).
I tried your workflow exactly both in PSE 2018 and PSE15... and the shape choice and the dimensions stay sticky after closing the file and Elements?

I think if we had the same dimensions each time, we'd have complaints about having to change dimensions each time the program is opened.   It's the same, whether it's 6 of one, or a half dozen of another - there would be complaints both ways.   I say, adapt to it.  I've seen greater burdens.   It's been that way in 4 versions of Elements, which says something about how many  complaints outweighed  the other.   It's a valid complaint but I can't see this program changing after this has been in 4 versions.
