Photoshop elements 14 and premier elemnts 14

I am unable to open either elements or premier elements 14. The message "The application was unable to start correctly (0xc0150004). Click OK to close the application." I have uninstalled both and re-installed them but still get the same message. How can I sort out this problem?

Could you tell me which version of Windows you have?  Not sure if we can resolve this without a hands on session, as this may be a Windows problem.  Those numbers in your error message pertain to a page frame in Windows.  We cannot go to that page frame to make it correct itself.  Page frames are setup for your applications to be inserted to as its way for Windows to index and find your files.  Windows usually will correct the error if it is rebooted, before reinstalling the applications.  IF you did reboot, then Windows has a problem.  Tell me if you did not reboot between the uninstall and reinstall process.  During the process you would have used your install key.  If you did not, then you did not reboot.  You need to do a clean reinstall of the application with the key as if "new" to Windows.  Otherwise, Windows can see the same problem twice and will continue asking you to resolve it.  Alternatively, if it is a Windows problem you may need to reinstall Windows and you may need a tech to guide you for that unless you have had this experience.

My computer originally had Windows 7 but I had the free upgrade to Windows 10. Both Elements 14 and Premier Elements 14 have been working fine until a couple of days ago.

I have uninstalled, rebooted the computer and reinstalled the software but have the same problem. I have installed one of the programmes on to a lap top so it looks like a problem with windows.
I have been unable to restore the computer to an earlier time or completely reinstall windows 10. 
It looks like I will be taking the computer to a tech to fix for me.
