Elements 13 does not start

I reported a problem: Photoshop Elements 13 does not work anymore. The launching stops when 'lookin for plug-ins'. The message is: the program does'nt work anymore.
What can I do? Can somebody help me?

I have the same problem (Stopping when looking for Plugins. Premiere Elements 13 still works, though). All the sudden I couldn't start the program (on Windows 10) anymore. A really stupid situation, since I need that peace of software. I really hope it will be fixed soon.

Reinstalling the program didn't fix the problem, either.

Is there anybody from the Adobe-company that can help us!!!
The official help from Adobe don't speak of Windows 10 in combination with Photoshop Elements 13.

It's me again. I fixed the problem on my computer. Please reinstall the files that are mentioned in solution 2 of the following link.

My version of elements 13 was broken, too. After installing a test version of elements 14 I got a better error message telling of missing dll files. That lead me to the solution.

Thank you very much, but I can not run that .exe-file. I found the map Programfiles (x86) ...\customhook but I can not open it. When I doubleclick that map there is a short moment a black page but too short to read. It closes immediately.
I also updated Adobe Creative Cloud (Solution 1) but that did not solve the problem.
Do you have another suggestion?

Yes! A second time I was succesfull. I found the file by using bij Windows 10 - Search and reinstalled it.
Thank you very much for pointing me in the right direction.
It works again.
