Photoshop Elements 13 Crashing on Attempting to Open a Picture

Photoshop is opening but every time I try to open a file to edit, whither by dragging and dropping or in the File/open menu, or even by going to the image and selecting 'open in Photoshop' the program crashes. No crash report, just disappears and is no longer marked as open in the bottom menu/app bar.

This is since I upgraded my Mac to El Capitan 10.11.6 (security updates)

I'd be grateful for any ideas how to solve this. Seems I can open a previously edited psd file but not a jpeg. (Edit - now still crashing but crash report follows).

Is a re-install the only answer or can I fix it?

This is common when upgrading an OS.  Reinstall your Photoshop.

Please try to remove and reinstall Photoshop Elements 13 on the system.
