Elements 13: Trouble connecting to device ... Please Wait (iPhone 6 - Windows 10)

I recently updated to Photoshop Elements 13. The application initially worked fine, and I was able to plug in my iPhone 6 and upload photos with the Photo Downloader application. Then, all of a sudden, within 30 minutes and no system changes, when selecting the iPhone I would receive the dialog Connecting to device ... Please Wait. Since receiving this message, I have not been able to obtain any photos since. I have tried rebooting the PC (This is on a Windows machine), un-plugging and re-plugging in the phone ect.. Nothing I have done will get it to work again, even for a short time. The operating system can see the phone just fine so I know there is nothing wrong with the hardware, USB interface, cabling ect. I can access the photos in the DCIM folder with Windows file explorer, I can access the phone with iTunes, ect. Again, the strange thing is that it was working one minute, and the next minute it wasn't. HELLLLPPPPP!!!!!

I see there have been no replies. I have been having the same problem, and it's very frustrating. Surely there is a fix of some kind. Millions of users take pictures with their iPhone 6, and used to be able to directly upload them into Photoshop. I am also on Photoshop 13, which I USED to like very much. Help!
