Photoshop Elements 13

When I start Photoshop Elements 13, it will not start at all.  Sometimes, I get the following error message "Application error - The application was unable to start correctly (0xc0000006).  Click OK to close application".

Oddly enough, when I try access through the default Microsoft photo program, I can get into Photoshop Elements 13 Editor, which appears to still work.  When I try to access the Organizer through the Editor, nothing still happens.

Photoshop Elements 9 still works, but I want to use the newer version.

I have had Elements 13 for about a year without any problems.  I have been running Windows 10 for at least 6 months without any problems either.

I have run a full system scan, and done a system restore, but to no effect.

Any help would be much appreciated.

Thanks for your reply.

Another source thinks that this error has been caused by a Microsoft update to Windows 10.
He has has suggested that I reinstall Adobe Photoshop 13.  Would this work?

I purchased this product direct from Adobe on the Internet (so no original disk), so how would I reinstall?
