Elements 12 won't install on Windows 7

I keep getting the error "The installation process has encountered an error while installing Shared Technologies. Please restart your system and try again" when trying to install Photoshop Elements 12. I have disabled a/v software and uninstalled all other Adobe products and still am getting the error. I have had the product installed on this system before, but had to re-image due to HDD failure.

Jeffrey, I have removed all Adobe products, have disabled all non-Microsoft services via MSCONFIG, have disabled all startup entries via MSCONFIG, and have run the setup program as the administrator. All steps have failed.

I previously had Photoshop Elements 9 and 12 installed on this system (Windows 7,) but had to re-image the system due to a hard drive failure.

I have checked everything to the best of my ability and am about to give up. One step I saw mentioned was to re-image the system, but I really don’t want to do that.

Any additional help is most appreciated.

The troubleshooting section at https://helpx.adobe.com/photoshop-ele... makes reference to "Crashplan/Backup software installed." I did not recognize that to mean any backup software. I use NovaBACKUP. I disabled the software and the installation completed successfully.
