Photoshop: Does not display BMP files correctly

I have a custom app that creates .BMP files.
Files are displayed correctly in all applications I have tried except Photoshop 
(Adobe Photoshop Version: 20.0.1 20181029.r.41 2018/010/29: 1197484  x64)

In Photoshop (and Bridge) the image is shifted left to right and vertically.

Correct in 4 Microsoft apps on Windows
Correct in 3rd party Krita app on Windows
Correct in Chrome from Google drive on Windows
Correct in Mac finder on Apple

I can reproduce this, and I don't see it in Preview on Mac. Have you just run into this or has it been a problem for a while?

Photoshop has the same problem on the Mac implementation.

The BMP file being created has an incorrect value for the "File Offset to PixelArray" field.  That value is an offset to the color lookup table, instead of an offset to the pixmap array.
