Photoshop does not auto scale properly when moving the application from one monitor to another

Photoshop does not auto scale properly when moving the application from one monitor to another with different resolution. The problem that I have is that the tool bars on the sides and top get either much too small, or much too large depending on which monitor I drag it too. 

I have spoken to Ps Support and they cannot fix it either. Their solution is for me to adjust the UI scaling as I use the Application based on which monitor I am using at the time or get different monitors. 

This problem has been solved with apps like Illustrator and Indesign, please bring that feature to Photoshop ASAP.
