Photoshop: Document with embedded smart object from Illustrator won't open Illustrator for editing

Using PS 20.0.0 and AI 23.0.1 on Windows 10 

  1. Create objects in AI
  2. Save as .ai with Create PDF Compatible File selected
  3. Place embedded... in PS document for Page
  4. Double click on the thumbnail of the smart object in the Layers panel
  5. Get error "Could not edit original smart object because the application which created the smart object could not be launched. (Illustrator is still open)

Are AI files and PDFs associated correctly with Illustrator? Windows has been doing some wonky things holding onto certain file types when it shouldn't: https://feedback.photoshop.com/photoshop_family/topics/file-associations-windows

I should have posted here, too, that I fixed it. It was the file association issue with Illustrator. I had to reinstall 22 to make the registry change work. I posted it here https://forums.adobe.com/message/10734107#10734107
