Photoshop: Different interpretation of HUD movements to change Brush on canvas and in Liquify Filter

Since Liquify became usable as a Smart Filter I consider it a highly useful asset in Photoshop. 

But while I generally use the HUD movements (alt-ctrl-left and right for size and alt-ctrl-up and down for hardness) to change Brush size and hardness when painting, clone-stamping etc. in Photoshop I am under the impression that inside the dialog-window of the Filter Liquify the pen-movements on a Wacom Intuos tablet are interpreted much more sternly.

Slight vertical alterations that seems to be disregarded in Photoshop general seem to have a more immediate effect on Pressure in Liquify. 
(Additional consternation results from the fact that hitting enter does not seem to move the focus forward one entry field but two entry fields.) 

Am I mistaken (which I don’t want to rule out) or is the pen movement indeed being interpreted differently?
