Photoshop deletes the project file after saving fails due to locked file

When I save a project to a PSD file, then right click it in Windows 7, select Properties, and then with the properties window open I make changes to the project in PS and try to save it, it fails with an error that the file is locked. The real problem is that once I close the Properties window the psd file gets deleted.

I first found out about this behavior while simultaneously syncing with Google Drive (creating conflict when trying to save into a file that is syncing) and the bug is quite well know although people think it's Google's fault when it is Adobe's fault as I have just learnt. I started researching more as pCloud syncing service exposed the same behavior and I have been able to boil it down to just Windows and PS with the properties window example.

It's a dangerous bug, can it be fixed?

If you have the file open in the file explorer (why?), then Photoshop can't save it as the file is open in another application - this is not a bug in photoshop - it would apply to any application. 

Much the same applies if you're saving a file to a drive that is sync'd with google drive, dropbox, sync, onedrive etc, if the file is open and being copied to the cloud or being sync'ed from the cloud then you can't save the file while its open and being processed.

Brian the problem is not that it cannot save into the file but the fact that it deletes the already existing file afterwards. Pohotshop cannot write into the project file = it deletes the project file once it's available. That's wrong.
