Photoshop CS6 keeps resizing images with Nearest Neighbor

Even when I go to Edit > Preferences > General and change Image Interpolation to anything, it keeps resizing my images with what appears to be nearest neighbor since everything is hyper-pixelated. Don't know why this is happening. Any help is appreciated. Only way to use Image Interpolation is to do everything manually through Image Size, which bites :/

Check the interpolation setting in the image size dialog, or the free transform tool options bar -- whichever you are using.
