Photoshop creates square artifacts while using the brush tool

About a year ago I started to notice weird glitches in photoshop when using the brush tool. Strange lighter or darker images rectangular glitches appear at random when I'm masking in Photoshop. Often times I can brush where the glitch appears and it will go away but the behavior is random. 

I've noticed the issue on both my laptop and my imac. I'm using OSX 10.14 and the latest version of PS. I honestly thought this issue would be taken care by now so I have not posted here, but I can no long take these damn square.

yeah, this issue kind of comes and goes over the years... usually i've provoked it when using dynamic feathering on a mask in the Properties panel. I think the issue currently might be related to Prefs>Performance>Legacy Compositing

Next time you see it, try toggling that on and see if it changes anything.
