Photoshop crashes on launch

Photoshop 21.2
Windows 7 Pro SP1 64bit (running in a Virtualbox VM on Linux Mint 19.3 64bit)

The last time I launched Photoshop on this VM was several months ago, but it worked without error. I've been trying to move to a  Win 10 VM, but it is horrendously slow, even though it has more than enough resources assigned. So I'm back to the Win 7 VM.  I allowed Windows and Creative Cloud to install all updates.

Photoshop crashes while launching. The loading modules gets to "Initializing Panels," then crashes with message "An unrecoverable problem has occurred. Photoshop will now exit."

Based on some similar reports I've found with older versions, I've done the following:

Uninstalled/re-installed Photoshop (rebooting between). Did this twice.
Disabled anti-virus realtime protection. (MS Security Essentials. Cylance is not installed)

These steps did not resolve the problem. 

I don't have logs for you. The Adobe Crash Reporter does not launch when the error occurs.  I verified that the HKEY_CURRENT_USER\Software\Adobe\CommonFiles\CRLog\"Never Ask" key is set to 0.  If there is another way to gather logs, please let me know.

Any further advice would be greatly appreciated.

Hey Beckfield,

two more things to try:

1. Dont use the latest PS version. It is slow and buggy anyways. Use the oldest available and you ll probably have less headaches. Still buggy, but slightly less so. Also, a lot of older GPUs are not supported anymore. Don't know what you are running.

2. Try compatibility mode. Even though it is usually for reverted scenarios, sometimes it just makes things work somehow :D
For this, right click Photoshop. exe and go to 'Properties/Compatibility/Run in compatibility mode for:' and just try a few options. Who knows.

Compatibility mode didn't work, but regressing to version 20.0.9 did.  Will this thread be noticed by Adobe, or do I need to report the problem elsewhere?

Usually, staff sees the threads here. Not sure if there is another way to report bugs.
