Photoshop: Completely locks up the PC when starting on Windows (GPU driver issue)

I am a Creative Cloud customer and install products through the Create Cloud UI. I had this problem with CC 2014, but only if I accidentally started the 32-bit version - before, there was a 32-bit and 64-bit version of products. When I decided to install CC 2015, I removed old versions first. After the installation I found there was no longer a 32-bit and 64-bit version in the start menu, just a single program to start, which exhibits the issue:

The splash screen displays and 1-2 seconds and then the PC completely locks up. You can't even move the mouse anymore. I'm forced to recycle the PC. I'm running Windows 10 now but the problem existed last week under Windows 8.1 as well.

I reinstalled CC 2014 in hopes that I could still use the 64-bit version to work - however upon re-installation, it no longer had the separate 32 and 64-bit versions. Instead it only had the single option and now it also exhibits the issue.

Other than this, the PC is stable. I run several IDEs and games on the PC with no issues.

Please advise and let me know what other information I could provide to help.

I'd suspect Chris is right. Using a mix of cards and conflicting drivers can cause all kinds of problems. You can disable the lesser capable Intel card in the device manager. https://helpx.adobe.com/photoshop/kb/...
