Photoshop: Changing screen modes

Its nice to work with fullscreen mode. But It's not comfortable to switch between different windows. I need to press "F" two times to switch to normal mode to see the menu bar with windows name tabs. Then choose another window - then change the screen mode again. My idea is to place mouse cursor at the top edge of the image in fullscreen mode to open the menu. Then choose new window. Then after 2-3 secs it should be hidden again.

Second annoying thing happens when I change screen modes is resizing the window to minimum size in normal mode. Every time I need to resize the window again. Why not to save the window size before entering fullscreen mode, then open that window in saved size and position when it's changed to normal mode again.

Third thing - I can't move the image by hand tool inside the window in normal mode to center the workspace I'm working with. That's one of the reasons I have to switch to fullscreen mode - I can move the workspace there. But why not to make this ability for normal mode? would be nice

Preference > Tools > Overscroll for first problem is found. Solved
