Photoshop CC2018: Freezes entire computer indefinitely

Photoshop CC 2018 freezes so much that it is practically unusable! CEPhtmlEngine.exe seems to be the culprit for the first freeze, Photoshop.exe is the culprit for the second and permanent freeze.
Photoshop CC 2017 froze like this from time to time, but it always recovered itself from the freeze and it did not freeze very much.

Photoshop CC 2018, however, freezes every time I use it twice per run! It can freeze after 20 minutes or as little as 30 seconds after opening Photoshop. I would then need to kill the CEPhtmlEngine.exe process to get Photoshop to unfreeze. But it can (and will) freeze again in anywhere from another 30 seconds to 20 minutes. This second freeze is now from Photoshop.exe as CEPhtmlEngine.exe processes are no longer running. I found this out by killing all Adobe processes until only Photoshop.exe remains. Photoshop remains frozen, as well as my entire computer
The only thing I can is not frozen is the task manager. The rest of my PC is frozen when Photoshop is running.

If I get to the second freeze, the only thing that can be done now is kill the Photoshop.exe process, losing any unsaved information as recovery does not work while Photoshop is frozen.

Upon killing Photoshop.exe, my computer is instantly not frozen.
Googling around, I found MANY people with this freeze issue. The same "not working" answers has been given to EVERYBODY. And everybody SAYS that they are not working! I already tried these myself.
I already tried reinstalling Photoshop. And GPU acceleration is LAREADYdisabled because my video card does not support it.
Some people reported that turning GPU acceleration off fixed it for them. But like many others, it did not fix it for me because it is ALREADY off!
All the other fixes are for Macs, I am running Windows 7 64-bit. Those do not apply to me.

This is a problem at Adobe's end.

Hi Justin,

To help debug this, can you go to Edit > Preferences > Plug-ins and make sure all the options on that panel are unchecked. Then quit and restart. Do the freezes still occur?

Also, any other Adobe products running at the same time as PS? Do you have other Adobe apps installed?

Yes it still freezes because I do not have any plugins to uncheck. I never installed any plugins

Hi Justin,

I'd like to know if the problem still occurs when the following options are all disabled in the Plug-ins preferences panel:

1. Enable Generator
2. Enable Remote Connections
3. Allow Extensions to Connect to the Internet
4. Load Extension Panels

None of those options actually enable or disable added 3rd party plug-ins.

Please let me know if any of those changes helps, and do me a favor and let me know if you have any other Adobe apps running at the same time as PS or other Adobe CC apps installed.
