Photoshop CC: When saving a project in PDF [smallest file size], text looks like a blurred image

Usually, when I save my project as a Photoshop PDF with the [smallest file size] option, the text would come out clear and sharp. I noticed when I applied "Faux Bold" (found in the character tab) in part of the text of a text layer, the whole layer would come out as a blurred image. Please look at the attached image:

Notice that "EDUCATION" and the certificates info. are separate text layers, that's why they look sharp and clear. However, Associate of Science... up to Graduated in 2018, is all in the same layer. I specifically added the "Faux Bold" to "Graduated in 2018" and it started coming out like that. When I removed that feature, it came out sharply again.

I tried to be as detailed as possible so you can recreate the problem

This would be an alternative way of creating the PDF. The downside of printing the PDF is that you lose the ability to copy the text once it's printed in PDF. You might notice my project is a resume. Employers might use special software to recognize keywords. By saving as Photoshop PDF you don't lose this ability.
