Photoshop CC Variables feature has a bug

I am trying to place a series of images on to a 1400x1050 px canvas using Photoshop Variables and reading the datasets from a tab delimited text file. I have a 1200x900 rectangle in which to place the images and have asked the images to fit. Sometimes they do but sometimes they come out much smaller. It seems to be very random as I can run the dataset through again and get a different result. I can't seem to find a reason. Another problem is that sometimes Variables will accept a JPG name that contains a comma, and sometimes it won't.

Do your images all have the same resolution (for example 300ppi)?

Can't guarantee that because they're entries from lots of camera clubs for an inter-club competition. There are hundreds of them!

If that was the issue surely there would be a consistent difference but this is random. Some images that I know for sure are at 300dpi still sometimes come out small.
