Photoshop CC 2019: Having issues with "Preferences" resetting

Just updated to Photoshop CC v20- I've worked with PS since v3.0 so I am not new to the program. Is anyone else having issues with "Preferences" not holding when set (rulers keep changing back to pixels, rather than my change to inches), and inabilty to "Free Transform" even when unlocked (still scales equal percentage)?  
On a side note, Bridge CC v9.0 seems to be REALLY slow in opening in the new version too.

For your preferences issue, are you on Mac or Windows? If on Mac, ever see your menus go blank/dim when you switch away from Photoshop to another app and back?

Hey Jeffrey- this computer is an i5 Windows 10 build 10.0.17134 x64.  We use it in the field as we are usually in busy places so its harder to make off with!  I've not tried any of the other settings, but we usually work in inch rulers for our client's preferences.  But we do use Macs at the office and have not yet done the upgrade there.  Thanks for the link on the Transform! We're already adjusting while PS works on the issues.

• Dell Manufactured Desktop

• Windows 10 Pro

• Intel i7-8700 3.20GHz

• 32Gb RAM

• Nvidia GTX1050Ti 4Gb

• OS and Adobe Apps installed on SSD, working documents on separate HDD

Jeffrey- Here is what I can tell you after messing with things extensively today for editing.
 
1. RULERS IN PREFENCES- If I opened a new file, even after changing the setting to "inches" from pixels in Preferences, it would revert to Pixels on every new file opened.  
2. I found what appears to be the fix buy changing it to "inches" in Prefs, then saving the file. Totally closing PS and then when reopened, selecting that same recently saved file, and the Rulers/Inches seems to stick now.  Weird that it takes closing a file and opening it back up to make the change lock in. Have not tried it with any other Preference settings. 
3. Ran into one other issue Bridge/PS related.  We often use the resizer or "Image Processor" command in Bridge to batch resize up to 10 images for the client.  After running it a few time on small batches, it seems to just open and save them (at the Quality Setting - 7 JPEG in our case) as opposed to resizing it to the 1000px at Quality 7 JPEG.  My only fix has been to shut down PS and start over with the batch.  Wondering if perhaps its a memory overload issue, but its done it regardless of being 1 image processed or 12. 
4. It still seems to take a LONG time for Bridge to open in comparison to the last build.  I'll preface with it opens, but the file structure and photos takes full 60-120 seconds before any images appear.  Any attempt to click on menu or window before it's fully loaded produces the appearance of a "freeze" and (not responding) next to the Main Menu at the top. 


Thanks for letting us give you feedback.  We understand with these massive programs there will always be a glitch.  Rest assured we're working through it and trying to keep the clients happy as we encounter issues.

are you using the Pro version if IP or just the regular one?

Eartho-Sorry- I'm not sure what you're asking?   Full Version on PS (v20).  On this particular system I'm on a Lenovo i5 6th Gen, 1TB drive, fully loaded with 16G RAM.  Win10 is 64bit, (10.10.17134 build) Home Version. This system is used only for cataloging, edit and sending when we are on locations so aside from what Windows preloads, there aren't other Aps installed. 
*Scott (specs above) is on Win10 Pro i7 with 32G RAM, and having same issue.

Thanks Scott.  On a jobsite thru the weekend and was concerned maybe I was having a memory issue with our system.  Unfortunately we are nowhere close to an office supply or computer store if we had to replace.

Photoshop ver 20.0.1 seems to have fixed this issue for me.
