Photoshop CC Switching tools very slow...need restart every hour

Hey guys okay so when i start up Photoshop everything is all good switching between brush and eyedropper tool are very quick but after an hour of drawing it gets very slow. I use the keyboard shortcuts too. It usually ends up beings that i have to restart my whole computer.

I have looked online for similar issues and tried what they recommended for somewhat similar issues...
set performance to basic
turned up spacing
turned off "use graphics processor"
and turned down memory usage

This is a fairly new issue i have come across.

I checked my computer for a virus and used ccleaner as well. I dont have a million programs running at once usually just a few tabs.
I have updated my computer and Photoshop. Everything is up to date

My Photoshop usually only uses like 2-5% of my cpu when I am working on something
It wouldnt be such a problem if i didnt have to restart my computer :/
Also am running
Geforce GTX960
intel core i7
16gb ram
(i dont know if that matters

If anyone has any suggestions to a fix ill try anything thanks :)

If you have to restart the computer, that means that the cause of the slowdown is outside of Photoshop.
It could be a utility program, driver, or an OS setting.

I rechecked my computer for all updates and it does appear there was an update for the graphics card. I must have missed it because the first time i downloaded it it sent my computer into wonk mode so i redownloaded it and everything appears to be fine now ..... for now.
