Photoshop CC Filter>Blur Gallery>Field Blur locks up Windows 10.

The first time it locked the cursor, no keyboard input - Alt Ctrl Del didn't work. Had to do a hardware shutdown/restart.

Second time it crashed just itself but left me with a Field Blur cursor, and kept taking down my display adapter until I shut it down with the Task Manager.

Prior to that it had worked twice. I like it but I'm afraid to use it now.

OK, that means a problem in the OS, a low level driver, or hardware.
The second time means a problem with the video card driver or video card.

First, try updating your video card drivers from the GPU makers' websites. That should pickup all the latest bug fixes for the video drivers.

Also, check and see if you have more than one GPU in your system. If so, you may need to disable the low powered GPU while in Photoshop to prevent driver conflicts.
