Photoshop CC Cursor flickers when switching layers after upgrade to OS Sierra

I just upgraded to OS Sierra after using Yosemite. Noticed a funny issue with Photoshop. When trying to turn layers on or off, and switch between layers, the cursor flickers between the hand and the arrow pointer.

This causes some performance issues in Photoshop, and I'm not sure what the cause is. I didn't experience any issue like this prior to upgrading to OS Sierra.

I have installed the latest version of Photoshop CC as well.

Would appreciate any insights!
This evening I'm going to check to see if there are any conflicts with any Photoshop plugins, or any other programs running at the same time.

I'm not able to reproduce off hand. I'd try disabling 3rd party plug-ins or running in safe mode. See this doc for instructions: https://helpx.adobe.com/photoshop/kb/basic-troubleshooting.html

Thank Jeffrey for the prompt reply. My coworker suggested to test for 3rd party plugins as well, and to run in safe mode. I'll read through the instructions. Thanks much!
