Hello,
Could you please try restarting with clear preferences?

To restore preferences quickly using a keyboard shortcut:

  • Press and hold Alt+Control+Shift (Windows) or Option+Command+Shift (Mac OS) as you start Photoshop. You are prompted to delete the current settings. The new preferences files are created the next time you start Photoshop.

Note: Using the keyboard shortcut, preference files for custom shortcuts, workspaces, and color settings will also be reset to default.

Let us know if that solved the issue.
Thanks,
Meredith

Same issue with me except I get an error message stating the Photoshop can't initialize because of disk error. I tried uninstalling and reinstalling and it still didn't work. I have uninstalled it and reinstalled Photoshop 2019 and it runs fine.

same here! all it does is getting stuck in the welcome window with new features, so done paying every month to this people, they're going backwards while other software that were far inferior are making bigger better and more reliable software for far less

I called support and eventually got it fixed. They had to completely remove all traces of Adobe software from my system and then reinstall. It took about an hour to do and then afterwards I had to reinstall everything. My Lightroom catalog got messed up in the process but everything is working again now.

I'm having the same issue, uninstalled and reinstalled twice, but still will not open - cannot do the ALT+CTRL+SHIFT as the load does not get that far before failing.  Sits in Task Manager showing nothing happening, delete this everytime but nothing I do seems to make any difference - unable to contacct anyone at Adobe so don't know what else to try.

Hi Jeffrey, thanks for your comment.  I followed your link and was able to contact someone from Adobe who then took over my machine,  he tried various things but eventually uninstalled all my Adobe products and reinstalled them, 1hr and 50 mins later he gave up and escalated the problem to the senior team who should have contacted me this morning but didn't.  So at the moment I am still a frustrated non-photoshop user!
