Photoshop: Clone Stamp Tool, rotation not working

When angle value is typed in, nothing changes. Clone stamp tools clones painted area with default value 0 degrees. Moreover, if keyboard shortcut is used to control rotation value (Alt+Shift+ < or >) then rotation is applied but ... typed in value stays unchanged. In attached example, angle is still 180 degrees. 

Does anybody test application before publish release?

What OS are you running? It's working on my Mac running Mojave, whether I enter an angle in the options bar or in the Clone Source panel.

I think you are confused. That angle control controls the angle of the brush tip angle:



You want to control the angle of the clone source found in the Clone Source panel:

Hi Jeff,

You are right! This option is really confusing. :-) I was sure that is the same angle as in Clone Source panel. My mistake. 

Please remind me. Was it ever the case that the tool settings panel could appear after selecting a tool?
