Photoshop CC 2019 – Window Panels cannot open on home screen

From the home screen without any documents open, panels from the Window menu will not show up when selected. I work with several standard sizes that I have saved as actions (so that guides can also be placed, as opposed to a preset template), and have in the past and always before been able to open the Actions panel without any documents open in order to start a new document. However, the actions panel will not open from the home screen. I went through and tried several other panels (Timeline, Libraries, Tool Presets, etc) and none open either.

May I ask why you need the normal workspace panels to show up in the Home workspace?  If you want to not have the Home Screen automatically open when you've closed all the current documents, I'm afraid you'll have to do as the rest of us do and either disable Show Home Screen when no documents are open, or when it does open, hit the ESC key to  dismiss it and return to your normal workspace.

But I'm not at all clear on why you need to run actions from the Home Screen?

It's really only the Action panel that I need without documents open yet – as I said, to start a template (that cannot be a preset because I need a consistent guide layout too). I also frequently use a paneled plugin called PSDCovers, which similarly one starts using without a document open as it generates a document as part of the Action.

I did not know that escape dismissed the home screen so easily, thank you! And I see now that the panels do open in the background, once the home screen is dismissed – so I probably will have to just disable the home screen completely to solve the issue.

However, before the update to 2019, the home screen didn't cover and hide panels upon opening them, thus I viewed this as a bug. Now I think it may have been an intentional change with poor UI execution.

Right. The Start Screen was another animal, so they redesigned most, if not all, of the way the Home Screen behaves. And since it's suite-wide, they may have simply been trying to get the basic implementation done, and they'll try to tailor it to PS users later. One can always hope v1 isn't the last word on it.

A request (Idea) to bring back the ability to open panels while IN the Home Screen, along with why you need that, will at least put it on a list—maybe at the bottom, but who knows?  I'm still hoping they make the Recent Files list user editable—otherwise, I don't have a good reason to use it except once in awhile. So I wouldn't write off the chance that we can get them to do more with the Home Screen for V2.

if u want to open actions while u r on home screen. U have to unclick the application frame button at the bottom of your window tab.
