Photoshop CC 2019: UI Too Large

Hello. I recently installed Photoshop CC 2019 and the UI is way too large, and it is severely disrupting my workflow. I have searched the web for solutions, but have been unsuccessful. So far, I have tried:
  • All settings under 'Change high DPI settings' in properties panel, including overriding high DPI scaling behavior for Application, System, and System (Enhanced)
  • Disabling full-screen optimizations in compatibility tab
  • Setting UI scale to 100% in Photoshop interface preferences
  • Checking the 'Scale UI to font size' box in preferences
  • Resetting preferences to defaults
  • Creating system environment "UI_SCALE_FACTOR" and setting it to 1

As you can see, the right sidebar and toolbar are all much larger.The UI scaling worked fine in Photoshop CC 2018 19.0, as well as Illustrator 2017 21.0.

I am using a 15' laptop paired with a 23' monitor, both on 1920 x 1080. My windows display scaling is set to 125%, and Photoshop CC 2019 scales properly when I set it to 100%. However, all other applications become too small to see when at 100%.

I will provide any additional troubleshooting information if necessary. Thanks in advance.
