Photoshop CC 2018: Won't do anything

Photoshop CC legit won't do anything except open. I can peruse the home screen just fine for some reason, and it used to open images. But when the image opened, none of the tools would work without significant clicking, often immedietly undoing the progress made. For example, the brush tool may paint a red line, but as soon as you release the mouse, all progress disappears. It does the same with the erase tool, and select tools, I haven't tried any other tool. Now, after uninstalling and reinstalling photoshop, it won't even open anything. Just lets me tour the lovely lovely home screen for photoshop.

Sorry, but I've never used Lightroom. I use photoshop mostly for edits on JPEG's and other files. I don't even have Lightroom installed on my computer.

Strange. If you hit the Esc key with the home screen visible, does it come to life?

I would first try restoring your preferences: Restore preferences

It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help > System Info... and copy/paste the text in a reply.

Alright, so I wouldn't call this a 'fix' because this is the third time this entire issue has happened, and the first time when a clean install didn't fix it. But it seems to work (for now). What I've done is delete the photoshop folder, all of it, and uninstall the program using CC. Next I reinstalled photoshop, it was still being sketchy. So then I used one of my ameteur IT tricks of fully unplugging my computer, and plugging it back in, and for some reason it works. No clue how or why.
