Photoshop CC 2018: Tool Panels suddenly stop opening and invisible file window display when docked

About two, maybe three, updates back, Photoshop CC 2018 started having a glitch where the tool panels would work fine when the application was first opened, but after a while the tool panels suddenly wouldn't open. Meaning I can see the little icons for each one, but when I click on the icon, the tool panel won't open for me to see the tool options.
This happens several times a week now - no worse than it was that first time I noticed the problem, but sometimes it happens two or three times a day and often under different circumstances. To reset things I save what I'm working on, close/re-open the application and the file I was working on. I can work several hours without incident and then it will often happen again. It seems that whatever causes the trouble takes a while to build up and isn't file related since it happens while I am working in a psd file, in a psb file, in a pdf file - haven't noticed it happening while I'm working in any other file type.

Additionally, once this happens with the panels, any additional files I open don't display in the workspace. I can see the file's layers and the title bar but the workspace only displays the workspace background color I've chosen - not the file image - so if the title bar wasn't displayed, it would look like I didn't have anything open at all. If I pull the title bar from the dock, I can see the file and work on it in a floating window, but if I re-dock the file in the workspace, the visual of the file disappears again, almost like it's open but only visible behind my workspace or some such.
I've also noticed that sometimes my toolbars go with me from one Mac desktop to the next - could it be something to do with having multiple desktops open or moving my working window from one desktop to another?

I'm on a Mac [High Sierra v 10.13.4] graphics: AMD Radeon R9 M380 2048 MB
Please let me know what other info you may need to troubleshoot and if this is something that other people are having issues with. It's one of those strange issues where I feel like I'm not holding my mouth right or something since no one else seems to have mentioned the problem.
