photoshop CC 2018 has got a bug in scrubby zoom and hand tool. Image jumps to the middle of the screen while moving the image.
FYI  'Resize windows to fit' is unchecked

try enable key repeating.
Choose Apple menu > System Preferences, click Keyboard

Thanks Koba, I've got key repeating enabled and at fairly fast setting (not the fastest)

yes, it was broken in the update. The fix is to switch to the application frame and use the Open docs as Tabs preference.

That does fix it.  Although, it's quite a change to get use to haing the Application frame on.

I spoke a bit too soon.  It does stop image moving to the centre of the screen while using scrubby zoom but now there is flickerring that occurs when using the scrubby zoom. 
I'm back on 2017 vesrion.

It doesn't work. As soon as the application is relaunched the problem comes back

I'm experiencing the same problem. It's really annoying.

EDIT: I just updated to the last version and it doesn't fix the problem

HA AH :-( I've had the same issues on my iMac late 2013 on HighSierra AND on my Mac Pro 5,1 on High Sierra. After other annoying Bugs in indesign and Illustrator I switched back to Sierra and CC2017.
That solved my Problem.

I give it a try in 2018 again, but until then my advice is to stick to 2017 as long as you can.
