Photoshop CC 2018: "File>New" and "Welcome" menus malfunctioning, can't open files

This happens every time I open PS even after multiple reinstalls. See screenshot for details:
This is a screenshot of the entire PS window, what you're seeing here is the root of my D: drive which is where PS is installed. I can navigate through my files through there and even preview images:

However I can't open files or create new ones so this is making me unable to do anything on PS. What in the world is going on?

It was also happening on Illustrator CC 2018. I gave up and downgraded both to 2017. They work but now I'm forced to work on an outdated version.

Thank you for your concern but I have to say my issue seems unrelated to the one you linked. Mine makes Photoshop unusable by breaking key windows like the "Welcome" screen and the "New' screen, as well as doing nothing when I open a file through the "Open" screen.

I can't open anything at all. I understand the confusion however the second screenshot is simply a preview of an image I opened through that crude file explorer shown on the first screenshot. It is not editable in any way as you can see by the lack of toolbars and whatnot.
